INTRODUCTION:
This position is located in the Joint Base Pearl Harbor-Hickam (JBPHH) Military and Family Support Center (MFSC), Pearl Harbor, Hawaii. The incumbent serves as the MFSC Education Services Specialist (ESS). The Military and Family Support Program (MFSP) is the JBPHH primary agency for the delivery of human services intended to enhance the stability and self-sufficiency of individuals and families, resulting in increased operational readiness. The primary purpose of the Education Services Specialist is to plan, develop, implement, administer and evaluate training services/programs. The ESS provides the education & training portion of MFSC core programs. These programs include but are not limited to: assertiveness training, anger management, parenting skills, suicide awareness/prevention; stress management, Ombudsman/Key Spouse support and coordination, deployment support, mobilization and repartition support, family advocacy prevention education, Return & Reunion workshops, career development education (including Transition, Goals, Plan, Success (TGPS)/Relocation Assistance Program (RAP) classes), emergency preparedness, etc. The ESS provides Ombudsman and Key Spouse Program oversight and consultation to leadership on the array of MFSC programs and assists leaders at all levels in developing individualized training plans for specific commands/units.
MAJOR DUTIES AND RESPONSIBILITIES:

Serves as a non-clinical trainer/educator and is responsible for the delivery of a wide variety of education services to MFSC customers in a group or classroom setting.Topics may include, but are not limited to: Stress Management, Anger Management, Communication Skills, Assertiveness training, Parenting Skills, Suicide Awareness/Prevention, Budgeting, Smooth Move, Sponsor Training, Ombudsman/Key Spouse Training, Accessing Higher Education, and new Spouse Orientation.
- Coordinates and facilities the Navy Standardized Ombudsman training for local Command Ombudsman four (4) to five (5) times per year as required by the Department of Navy (DoN).
- Coordinates Key Spouse training as required by the Department of Air Force (DoAF).
- Develops, implements, and evaluates the MFSC education programs.
- Performs the overall maintenance of MFSC education and FAP courses and determines the need for and initiates changes/updates in course content.
- Coordinates training for MFSC personnel, volunteers, Ombudsman/Key Spouse on Emergency Family Assistance Center (EFAC) and crisis response procedures. Training is provided during onboarding and annually.
QUALIFICATIONS:
- Knowledge of education and training which may have been gained through experience which provides a high degree of teaching, training, counseling, organization skills and interpersonal communication skills.
- Ability to demonstrate program assessment skills, knowledge of practices of research methods, and awareness of group dynamics, family systems and community organization and assessment.
- Knowledge of principles of crisis intervention, dynamics of spouse and child abuse and neglect, and adult learning and education principles.
- Knowledge of military, federal government and social service policies, regulations and procedures, knowledge of state and community service agencies, their programs and functions, and ability to collaborate effectively with various organizations, internal and external to the military community.
- Knowledge of, and experience in, the delivery of education services, with a focus on human/personal growth, career development and adult learning theories.
- Skill, experience and expertise in public speaking.
- Skilled in the use of program presentation technology including PowerPoint software, automated projectors and audiovisual equipment, laser pointers, etc. and the ability to train others in presentation skill building.
- Ability to interpret program evaluations, needs assessment feedback, and survey data and to implement results in program delivery and market planning.
- Skill in written and oral communication sufficient to develop course curriculum, standard operating procedures, etc.
- Skill and abilities that demonstrated agency collaboration and network development.
- Ability to utilize personal computers and knowledge of a variety of software (i.e., MS Word, Excel, PowerPoint) for the purpose of job accomplishment.
OTHER REQUIREMENTS
Occasional travel of less than 20% may be required.
In case of emergency situations involving military families, incumbent may be on a twenty-four hour, seven-day week, on-call status. Situations will be interpreted by higher authority as to determination of an emergency but, in most cases, would be a natural disaster or disasters at sea to ships and/or planes.
Must be able to work varied work schedules to include weekends and evenings.
Incumbent may be required to board Navy vessels to provide MFSC programs to crewmembers while the ship is in port or underway in route to homeport from last port call. Employee must be able to traverse ladders on board Navy vessels.
