INTRODUCTION:
This position serves as the Director of Morale, Welfare, and Recreation (MWR) Department, Pacific Missile Range Facility (PMRF), Barking Sands Hawaii. The position also provides local program oversight to Community Support / Fleet & Family Readiness (FFR) programs as required. PMRF is a shore Command located on the island of Kauai, an isolated and remote shore station far from population areas and other military installations. The incumbent is responsible, both administratively and technically, for a comprehensive program of varied Morale, Welfare, and Recreation activities. This includes the overall management and direction of the financial, operational, and personnel assets of five major divisions which employ a staff of 50 – 70 employees, both Appropriated Fund (APF) and Non Appropriated Fund (NAF). The Department provides a wide range of recreational and welfare services for Active Duty Military Personnel and their family members, Retired Military members and their family members residing on the island Kauai and visiting the Hawaiian Islands. The incumbent serves as the Supervisor for the PMRF MWR Program. This work requires extensive interfacing, coordinating, planning, and scheduling across broad organization lines with top management, sponsors, and representative from private industry. The incumbent may also be called upon to provide local oversight and direction to FFR programs which may have their direct program manager located at Joint Base Pearl Harbor Hickam (JBPHH) on Hawaii. These additional FFR programs may include Family and Bachelor Housing, NGIS and Family Readiness (FFSC).
MAJOR DUTIES AND RESPONSIBILITIES:
Policy and Goal Settings
Formulates a broad framework of administrative and management policies, plans, and procedures for the development and continuing operation of a total Morale, Welfare, and Recreation Program. Prepares policy regulations, directives, instructions, and informational materials to establish operating criteria and procedures which will stimulate and maintain interest in all MWR Programs. May be called upon to provide similar support for non-MWR N9 / QOL programs and facilities. Develops methods and establishes criteria for evaluating Command recreational, CYP, club and other Quality Of Life (QOL) programs.
Operational Management
Ensures that the Department functions effectively by efficient use of manpower and facilities. Reviews and evaluates such matters as program content, hours of operation, inventory levels, prices, fees, and procurement. Visits facilities to analyze and evaluate the adequacy, quality, effectiveness of MWR Programs. Responsible for the planning, development, expansion and elimination of programs and facilities.
Facility Management
Has overall responsibility for the Commands extensive multi-million dollar CYP, club and recreational facilities. Assures that the facilities are well maintained, appeal to the needs of the varied clientele and operate in a cost effective manner. Is responsible for the development of studies to evaluate the adequacy of current equipment, facilities and services; determines future requirements for additional equipment and facilities; develops standards and specifications for new or renovation type construction projects; and manages the capital improvement program for the Department. Prepares long-range plans to ensure that supplies, equipment, funds, and facilities are available to efficiently operate Command MWR Program. May provide similar services in support non-MWR QOL / N9 programs and services.
Financial Management
Is responsible for the financial management of the Department including budgeting, cash flow, internal controls, payroll, purchasing, and preparing periodic financial evaluations. Responsible for over $1 Million dollars in APF and over $2.5 Million in NAF assets. Reviews financial reports to determine overall operating trends and evaluates trends in terms of possible changes or modifications in program emphasis. Reviews and justifies all Nonappropriated and Appropriate Fund budgets for the Department, presenting them for approval to the Commanding Officer or higher authority.
Personnel Administration
Plans work to be accomplished by subordinates, determine priorities, and assign work based on available resources. Provides advice, counsel or guidance to assure proper accomplishment of assigned tasks. Prepares written performance standards, appraises performances on a continuing basis, and prepares Annual Performance Appraisals. Determines training requirements and ensures that proper training programs are established for all department employees. Approves personnel / position actions for the Department including interviewing and hiring for new positions, promotions, details, reassignments, and terminations. QUALIFICATIONS:
A Bachelor’s degree in Recreation, Hospitality or similar/related degree program.Direct experience may be substituted for education.Minimum of 5 years equivalent work experience managing a small MWR Department or a large MWR Division including direct budget authority and staff supervision.Must be able to obtain and maintain SECRET clearance.
